About Our People

Steven D. Morton, President

Prior to joining Topa Properties, Ltd., Steve was the Vice President of Marketing for Sentient Jet in Boston, Massachusetts, one of the fastest growing providers of private jet services in the U.S. where he was responsible for all company marketing programs as well as a member of the Executive Committee.

Steve has over ten years of luxury marketing experience in the Caribbean, having held the lead marketing positions for both Little Switzerland and Colombian Emeralds International, two of the largest duty-free retailers in the region. In 1996, Steve went to work as the Vice President of Marketing and Operations for The Virgin Islands America’s Cup Foundation which mounted a challenge for the 2000 America’s Cup in Auckland, New Zealand, eventually merging with Team Dennis Conner in 1999.

Steve presently serves on the Board of Directors of the St. Thomas/St. John Chamber of Commerce and CARE (Charlotte Amalie Revitalization Effort), as well as serving on the Governor’s Task Force for the Revitalization of Charlotte Amalie. Steve received his Bachelor of Arts degree in 1986 from Hobart College.

Elsbeth M. Rowaan, Vice President

Before coming to the Virgin Islands two years ago, Elsbeth spent six years with The Kane Group in Los Gatos, California, as an Account Supervisor and Registered Investment Advisor. Prior to Kane she worked in San Francisco as an Account Administrator and Marketing Manager for a legal software developer and in Curacao, Netherlands Antilles where she worked for an offshore legal consultant specializing in international film and movie rights, where she assisted in special projects, including the development of a 1,000 seat movie theatre on the Island.  

Elsbeth was born and raised in the Caribbean and is bi-lingual in Dutch and English.  She received her B.A. degree in economics from Hobart & William Smith Colleges in Geneva, New York.
